Program Title: BHA – Emergency Preparedness Activity in the South of Armenia

Starting date: July 2024

Contract Length: 1 year (with possible prolongation)

Duty Station: Upon agreement – or Vayots Dzor or Syunik PIN Office. Possibly Yerevan office with extensive travels to the two regions

Under the direct supervision, guidance and support of the Head of Programmes, the Project Manager is responsible for all components of management of the project, for ensuring efficient, effective and sustained collaboration with project partners, stakeholders, target group and the donor.

Project Oversight:

  • Manage all day-to-day programmatic and operational activities of the project.
  • Lead assessments of the community-level risks, development and monitoring of DRM plans, provision of needs-based capacity building programs for local authorities and civil society organizations,
  • Organize activities including emergency drills, provision of non-food items and operationalization of NGO Forum.
  • Prepare a cohesive set of interrelated interventions working towards the overall purpose of reinforcing DRR capacities and resources on the community level
  • Facilitate cooperation and build strategic partnership with relevant stakeholders particularly local authorities and social service providers (CSOs) in Syunik and Vayat Dzor
  • Provide guidance and support to partners to ensure the successful execution of project objectives.
  • Foster effective collaboration and communication among all project stakeholders.
  • Stay updated on best practices, emerging trends and development in DRR sector and adapt project according to their needs.

Reporting and Documentation:

  • Collect, revise, and edit financial and narrative reports to ensure quality assurance and compliance with the organization's and donor reporting requirements.
  • Maintain comprehensive project documentation, including progress reports, budgets, and records of meetings and decisions.

Cross-Departmental Collaboration:

  • Collaborate effectively with the Finance and Procurement, MEAL (Monitoring, Evaluation, Accountability, and Learning), Communication, and other technical departments in program design, selection, execution, and monitoring.
  • Ensure seamless communication and alignment of project goals across all departments.

Capacity Building:

  • Work closely with the relevant stakeholders and identify training and capacity-building needs for project staff and partners.

Monitoring and Risk Management:

  • Track the implementation of project activities and expenditures through Monthly Project review meetings and Internal Project Review system.
  • Proactively identify potential risks and challenges and develop mitigation plans to ensure the smooth implementation of the project.
  • Conduct regular evaluations to assess the impact and effectiveness of project interventions.

Compliance:

  • Ensure strict compliance with donor regulations, contractual agreements, and internal organizational policies and procedures.
  • Collaborate with the organization's compliance team to address any issues or concerns.

Требования

  • Bachelor's degree in a relevant field (Master's degree preferred).
  • At least 5 years of experience in project management or a related role
  • Proven experience in disaster and risk reduction
  • Proven experience in cooperation with local authorities and engagement to policy making and advocacy, stakeholder coordination etc.
  • The incumbent can be based in Vayadzor or Syunik or have willingness and ability to travel on weekly basis to project locations in these regions.
  • Excellent communication, reporting, and documentation skills.
  • MS office proficiency.
  • Fluent in Armenian and English (written and spoken), knowledge of Russian is a plus.
  • Proficiency in project management tools and software.
  • Ability to work independently and in a team.
  • Strong organizational and problem-solving skills.
  • Demonstrated leadership and management abilities.
