Chemonics International seeks a Digital Media and Innovations Specialist for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach. 

Position Description:

The Digital Media and Innovations Specialist will work as a part of the Component 3 team to help design and implement innovative communications approaches, tools, and platforms to optimize GOAM’s digital outreach strategies, improve two-way communications with citizens, and strengthen government connections with the public.

Աշխատանքային պարտականություններ

  • Support Component 3 team in designing and implementing effective, sustainable, and adaptable citizen-centered communications platforms, strategies, and approaches with government counterparts

  • Lead mapping, audits, and assessment of existing government communications platforms and outreach efforts and work with the Strategic Communications Director to design innovative context-appropriate tools and improve the public’s user experience and citizen’s information access

  • Work with government counterparts to improve and upgrade existing communications platforms, and support the development of more effective outreach strategies, including the use of social media channels and official websites

  • Design innovative communications approaches to strengthen the connections between the GOAM and the citizens and maximize the effectiveness and impact of communications interventions

  • Develop and implement innovative tools and platforms to ensure public information is accessible, understandable, and meets citizens’ expectations

  • Support government counterparts to design and implement tailored digital campaigns focused on various issue areas

  • Support government counterparts to develop, implement, and scale up digital amplification efforts including effective targeting, audience segmentation, remarketing, analysis, and optimization

  • Engage with private sector partners, civil society stakeholders, and government counterparts to co-design, launch, and help scale innovative solutions and digital media tools to improve two-way communications with the public and citizen engagement

  • Design and implement grant and subcontract interventions, including overseeing performance management and reporting and ensuring achievement of results

  • Provide technical assistance to program partners, including grantees and subcontractors, as required, during intervention design and implementation

  • Perform other duties as required or assigned

Անհրաժեշտ հմտություններ

  • Bachelor’s degree in a relevant field such as communications, digital media, marketing, public relations, business, or other related field required

  • At least four (4) years of experience in digital media, marketing and/or communications on donor-funded programs

  • Demonstrated experience working with the private sector and/or digital media outlets

  • Experience working with civil society as well as government counterparts at both national and local level preferred

  • Experience in grants design and implementation, including working with grantees to support management, reporting, and achievement of results preferred

  • Demonstrated ability to effectively engage a wide range of stakeholders including national and local state institutions, CSOs, media, the private sector, civic actors, and other stakeholders

  • Willingness to pro-actively propose and implement innovative tools, approaches, platforms, and mechanisms pertaining to strategic communications, campaigning, digital amplification, and other related tracks

  • Previous USAID or other related donor experience preferred

  • Demonstrated ability to fully and effectively communicate in English, both oral and written, is required
